Missouri lawmakers and legislators have spent a lot of time and effort in the attempts to legalize sports betting and sports gambling – and they have support from casino operators and professional sports teams.

In February 2022, a special committee convened in order to hear two identical bills that would propose retail sports betting at the state’s 13 riverboat casinos, plus up to 39 online sportsbooks. Those two house bills combined into one and were passed to the house. Now, there are two identical Senate bills that are also in progression.

This legislation has garnered plenty of support and, as such, sponsors of the bill are hoping to get Missouri sports gambling over the line by the end of 2022.

It feels like not that long ago that Missouri was considered to be one of the five states that would likely legalise sports bets by 2020. However, after the pandemic caused disruption all over the world, it faltered – and didn’t get much further in 2021 either.

Missouri residents do have the choice of placing sports bets on the DraftKings mobile app if they head over state lines to Illinois. This app can be downloaded from anywhere, but registration and wagers will need to be made within Illinois state borders. Currently, an executive order has allowed registration to happen anywhere within the state. However, it is possible that after September 1, in-person registration will be necessary.

The Future of Sports Betting in Missouri

Given how much effort Missouri lawmakers were paying to the legalization of sports betting, many believed that legislation would be passed in 20221, but again, it stalled.

Moving into 2022, the coalition of professional sports teams and casino operators plus the legislation that isn’t tied to VLTs could mean that lawmakers may well pass the sports gambling legislation this year, finally.

The proposal put together, which has been included in four different bills in the Senate and House would include retail sportsbooks in Missouri’s 13 riverboat casinos. In addition, there would be another 29 mobile skins given to the casino operators and the state’s six pro sports teams.

There are also other details that need to be decided such as whether or not they should include official league data as well as the tax rate. However, the legislature did make one small step forward in 2020, by deciding that the sports bills should not give the leagues official league data and an integrity fee.

When Will Missouri Launch Online Sports Betting?

When the state legalizes sports betting, it is expected to include online and mobile sports wagering as well. The proposed bills currently include 39 mobile skins.

The states that have been most successful in the sports betting markets post the overruling of PASPA allow mobile and online sports betting. This would be very important for a successful sports betting state, given that some residents live over four hours away from a riverboat casino.

Legal Sports Betting Options in Missouri Now

At this time, there aren’t any legal sports betting options in Missouri. In 1984, the state did legalize horse racing betting – but only at operational racetracks. Given that there are no operational racetracks in Missouri, there is no option for legal horse racing betting.

The only way to place sports within the state is by using offshore sportsbooks – but these are illegal. They haven’t been licensed within any US jurisdiction so can’t legally accept bets from US residents.

Without being regulated in the state, they can’t be relied on to pay out winnings or to behave in an honest and transparent manner.

Although they might not have much to cheer about with sports betting, they have a lot to cheer about with their sports teams. They have teams in all the major professional sports leagues, with their Kansas City Chiefs winning the 2020 Super Bowl.

Missouri NFL Betting

For NFL sports betting fans in Missouri, they have plenty of reasons to want to wager on the sport. Especially in the 2019-202 season during their Super Bowl run. This is a great team at the start of a dynasty that could go on for a decade or more. When they finally do offer sports betting, sports wagering on the NFL will certainly be popular.

Missouri MLB Betting

Fans of MLB in Missouri will enjoy plenty to wager on, given their two popular MLB teams. The St Louis Cardinals have garnered huge support, having established a reputation for excellence, including 11 World Series.

They also have the Kansas City Royals, who took their first World Series in 2015, ending their 30-year drought.

Missouri NHL Betting

Those who follow NHL within the Missouri state will likely be fans of the St Louis Blues – the pride of Missouri until the Chiefs won the 2020 Super Bowl. The team won their first Stanley Cup in 2018-19 and were top of the Western Conference in 2020, before the pandemic brought the season to an early halt.

Although NBA betting fans in Missouri have no current team within the NBA, there has been a strong history within the state. They used to be home to the St Louis Hawks, who relocated to Atlanta in 1968. They also had the Kansas City Kings, who left in 1985 to relocate to Sacramento. Way, way back the St Louis Bombers played in the opening season of NBA in 1949-59 before the NBA league contracted.

Because they currently don’t have their own team, many NBA fans support the Oklahoma City Thunder – but would certainly want to bring back an NBA team to their state again.

Anyone that would look to bet on the NCAA when it is legalized would follow the Missouri Tigers, who have enjoyed success in both football and basketball.

Missouri Daily Fantasy Sports

In 2016, Missouri became the sixth state to legalize and regulate daily fantasy sports betting. DFS, which is overseen in the state by the Missouri Gaming Commission currently excludes any fantasy contests based on college athletics.

The DFS sites that currently operate in Missouri include FanDuel, DraftKings, Fantasy Draft and Yahoo! Daily Fantasy – open to customers over the age of 18.

Legal Horse Racing in Missouri?

Technically, horse racing betting in the state is legal but it isn’t actually accessible. Missouri legalized horse racing betting in 1984 – but only at operational sports tracks, but currently there are no operational tracks in the state.

One of the issues is that the law only allows for simulcast wagering on the days where tracks are holding live races.

Although there have been numerous efforts over the years to attract investors to open a track, by changing the law to allow simulcast wagering all through the year and also allow casino games at racetracks, these efforts failed.

So, theoretically, it is legal at a racetrack, but not legal to bet on national or global races from an online platform.

Missouri Sports Betting Timeline


The first Missouri sports betting bill was proposed in 2018 and it garnered a lot of interest, but there was a lack of agreement on how to conduct sports gambling.

In order to prepare for the US Supreme Court overturning PASPA, state legislators proposed six sports betting bills. Each one of these directed the Missouri Gaming Commission to put into effect sports betting regulations should the Federal prohibitions be overturned.


After PASPA was overturned, the state started exploring regulations. However, it didn’t join the nine states that legalized sports betting in 2019.

A sports betting bill that was passed by the House General Laws Committee was a dream come true to sports leagues. It would have given them their request of an official league data mandate as well as its ask of a 0.25% integrity fee. It also included an extra 0.6% handle to maintain and upkeep Missouri sporting facilities.

In October, a Special Interim Committee on Gaming convened what appeared to have a greater understanding of what was required in a bill for the sports betting operators in Missouri to introduce a competitive sports betting product.

It was determined that everyone in attendance was in favor of Missouri sports betting without the need for in-person registration, no limits placed on teams or markets, no official league data mandate or integrity fee.


Although there was a lot of progress made at the end of 2019, the Missouri legislators proposed 6 bills in 2020, all with the same issues as the old bills.

Despite what was proposed earlier after the special committee, he introduced a bill that included both official league data and an integrity fee. The bill also included video lottery terminals and would allow the lottery to offer games based around outcomes of sports games and events, which quickly advanced to the House floor.

Two alternative bills also advanced with committee votes. Both of these bills would limit sports betting to riverboat casinos and only allow online sports betting platforms tethered with casinos. In that committee, the official league data mandate was left in, while the integrity fee was removed from Smith’s bill.

Christofanelli’s bill made no inclusion of an integrity fee or data mandate and kept the tax rate at 6.75%, which is the same as Nevada,

With three bills ready for the House floor at the beginning of March, it looked as though things would move forward, but the Pandemic disrupted the session and sports betting was no longer the focus.


Although things looked good moving on from 2020’s efforts, it still failed to gain serious traction in 2021.

The main bill looking to legalize sports betting fell apart with no casino support as it would be tied to video lottery terminal regulations.

Again, Missouri sports betting legislation would have to wait for another year.
