The IBP team were banned almost 2 years ago due to their involvement in match-fixing. They purposely lost a match which they should have won in exchange for significant amounts of money. Valve has permanently banned the team and has showed no signs of allowing the players from competing in Valve sponsored events. 

ESL however is a third party company and are at the liberty to take their own decision regarding the IBP players. Such a decision will be taken after the next major according to a tweet mentioned by Ulrich Schulze.
